Water pouring out of nose when head is tilted. Small headache, "Stoned feeling"

... I have a really bad runny nose. It's when i tilt my head. I straighten my head and get a stoned feeling, followed by a small headache. Is this some sinus thing, or is my brain leaking? ... (1 replies)
