... Pretty much, yes. Doing some exercises to work the pectoral (chest) muscles is supposed to help 'perk' things up a bit, but don't expect miracles there. Breasts are just fat stores the same as thighs+tummy, so it's purely a case of doing good cardio, ideally some weights and a great diet. Then gradually it will happen.
