I tried to avoid surgery to deal with my bunion pain, and ultimately, doc said surgery was unavoidable (and he's conservative). For 20 years before I got the corrective surgery, I dealt with bunion pain with wearing soft shoes, staying off of my feet, wearing a toe divider, putting padding over my bunion and hammer toes, and soaking them and warm water. At 85, I do not know if a doctor would want your mom to undergo that kind of surgery. I know how much feet influences the quality of life, however.

It used to be difficult to find products for alleviaitng foot pain. I used to order from a catalog. Lately, however, I have noticed that a lot of the things I bought in a catalog are avaiable in chain drug stores in the aisle with shoe inserts. You may want to look around. The best thing next to surgery may be some type of orthotic or orthopedic shoe - talk to the doc about those, which need to be prescribed.
