... You know, neither of my surgeons ever mentioned to me that I shouldn't take anti-inflammatory drugs. My first surgeon actually prescribed them to me. Could partially explain the non-union. The ice also decreases inflammation not just pain (it decreases the inflammation which decreases the pain) and there's more swelling going on under there than you realize (in the ankle part you can't see).
