I can't believe the doctor didn't tell you they are totally normal. Perhaps you misunderstood. EVERY male has them after they reach puberty. They are sebaceous glands and/or hair follicles. It is just that the skin is thinner and more transparent on your penis and scrotum. You can sometimes squeeze out a bit of secreted oily white stuff but the glands themselves are responsible for the whitish bumps and you can't get rid of them. You shouldn't want to either. You are just the same as other men and if you didn't have them you wouldn't be normal. Sometimes one does develop into a pimple but this is not something that happens very often. Relax any girl will just see you as normal which you are.
