Acne and DRY skin??

Hello, let me start by saying that I used to have incredibly oily skin a few years ago, the oily skin was an even bigger problem for me than the acne was, even though I had severe cystic acne all over my face. I saw a video of myself from a few years back, and it really was incredibly disgusting how much oil coated my face, much more so than anyone else I have ever seen, and of course the cysts didn't help the appearance much either. Well, finally after months of trying all the usual crap with little or no results, I convinced my derm to put me on accutane, which I took for four months. It dried my skin up completely and the acne vanished within a few months, and other than the occasional small zit, I haven't had to deal with that nightmare in 4 years. Since then I have had very dry skin, and my face is usually a little red, but most of the time its tolerable. In the last month, however, my skin has started to act up again. It's very different acne than the kind I used to get. Instead of huge, pus-filled, bleeding cysts, these new ones are tiny red clusters on my cheeks, each one being the size of a pinpoint or so. A couple would hardly even be noticeable, but since they are in huge clusters all over my cheeks, it looks like, from a distance, I have a small rash, or just a very red face. The strange things is it just developed basically overnight, and almost immediately when I got to houston from Phoenix. Has anyone had a problem like this before, this type of acne? Any idea on what I can do about it? Nothing at all has changed over the last month, not my diet, workout schedule, nothing, except for my location. Also, for the last year, I havent been using any topicals or soaps or anything, just washing my face with water only twice a day. My skin is EXTREMELY sensitive and almost everything dries me out and makes my skin red, blotchy and flaky. I even tried cetaphil sensitive bar soap the other day, because I heard it is about the least harsh type of cleanser you can use, and even that dried me out. What can I do to get rid of this acne since my skin is so dry? I was always under the impression that acne was caused by excessive oil, so no oil = no acne, right?
