Be very careful with hydrocortisone used on your face because the skin is thinner and cortisone can cause permanent damage to your skin on the face. I believe 1% is the maximum strength for the face - beyond that you risk permanent damage. What may happen is the skin will thin out and you will develop actual cell damage and your pigmentation will change to either light or dark spots wherever you applied the cream.

Cortisone cream applied to the face has also been linked to people developing permanent infections, or conditions which will cause repeat infections of acne.

If you're looking for an anti-inflammatory agent, try aloe vera gel or Preparation-H. Prep-H has been used by models for decades to help get rid of the bags and puffy swollen pockets under the eyes -- because it contains an active ingredient to reduce inflammation. But it does contain yeast so if you have acne from yeast it may irritate your skin.
