It could be eczema. In fact if you went to a doctor they'd probably diagnose it as that, as most chronic itchy rashes get such a diagnoses.

Have you tried using creams on it?

You can use hydrocortisone cream for about a week, but there are other non-steriod creams and ointments that you can use for a longer period, and which help with the itching. I've also heard that using shea butter helps with healing the skin, and I plan to try it as soon as I get to some shops.

I have problems with eczema, and usually I get it in my elbows and behind my knees, though I also have had patches on my legs, and my right wrist had problems for ages, though it seems to have gone permanently from that location.
