The Canadian tourists go there as snowbirds so the insurance is for their winter stay. I hope he can stay longer. Also, since it is in Mexico, knowing Spanish helps.
The place sounds good. Make sure you check out all the facts regarding visas and medical insurance. I understand that cheaper residence is necessary.

Also, if you will stay in San Diego for yourself, think about how long it will take to travel. We used to travel to the US from Canada to see my late father-in-law with Alzheimer's. But the border custom takes a long time esp. during a holiday. Get a special permit so you can pass fast. 2 hours drive is still a long drive if you will do it a lot or weekly.
It also helps if you keep your/his address in San Diego.
