You really should have a reason for a low ferritin because there is one. You should not take iron without knowing what the cause is. Your ferritin is being used up for some reason. Your leg symptoms may be ferritin, but could also be B-12 deficiency or almost anything. Did they B-12?

I think that it is a good idea to go back and talk to the doctor to see if they would do further testing, there are so many things that can and should be tested when anemia or low ferritin is present. This will continue to happen and at some point you may even become anemia if you discontinue iron supplements. This would mean that you would have to take iron supplements at least until you no longer have periods or forever. With that knowledge, I think you deserve to find answers.
