Even at 28 mgs twice per day that is still possibly not enough. I'm on 325mg ferrous sulfate a day (105mg elemental iron). The brand i take is Ferro-Grad C and it's slow release. I've tried quite a few different ones and some constipated, some gave me IBS, some had too low a dose, some didn't contain Vitamin C etc etc. But this one now is great. I'm not anemic any longer but my doctor wants my levels up nice and high, at least 125 and then he'll put me on a daily maintenance dose.

Being male, you wouldn't be losing blood via a period, so have you investigated as to why you are low in ferritin? Something as simple as eating gluten containing foods can cause anemia in people who are gluten intolerant. Some have a severe problem with this an it's called Celiacs. You can get a blood test to determine this and it would be a good idea to do so.

It would be an idea to up your iron supplements too.

Has your doctor checked for thyroid problems? I was told for 9 years that i didn't have a thyroid problem and it ended up that i did, just the doctors weren't running the appropriate tests. You need to ask for these tests: TSH, Free T3, Free T4, Thyroid Antibodies. In addition, get your Vitamin D, zinc and B12 checked too. If you are low in ferritin you can easily be low in the others. Malabsorption of nutrients can lead to low vitamin/mineral levels and it's quite a common thing among thyroid sufferers so good idea to check everything out.

Has your doctor ran tests for internal bleeding? Would be a good idea to discuss all possibilities, otherwise you could be on iron supplements forever, unless it's your actual diet and you aren't consuming meat type protien.
