Lorazepam is addictive and is generally prescribed for when you have acute symptoms of anxiety (as in, you're having a full blown panic attack). For maintenance generally doctors will prescribe some other type of non-narcotic anti-anxiety medication such as Buspar or some anti-depressants that also have anti-anxiety meds such as Zoloft. I take Diazepam (Valium) for my panic attacks and my doctor will give me 20 at a time but he expects that I will ration them out for several months. If I can't, he's going to have me come in for another type of long term medication. Much as we might like to cheerfully become addicted to our anti-anxiety medications, doctors are required to monitor their patients for addiction or drug abuse issues and to prescribe alternate meds if they see that happen. You're unlikely to find a doctor that will prescribe you unlimited quantities of an addictive medication like Lorazepam.
