No, sounds like allergies or sinus drainage into the thoat and lungs. Asthma is a wheezing, inability to catch breath....asthma does not have congestion associated with it alone.
Asthma is different for everybody. My case is I have allergies with sinus drainage, phlegm, coughing, but not wheezing. I have never had an asthma "attack", where I literally cannot breathe. I have mild shortness of breath, colds that turn into coughs that produce a lot of phlegm, and small airway obstruction (per my spirometry tests). So, yes, you may have asthma. One thing is for sure: if it is just allergies make sure you get diagnosed and treated, because most untreated allergies will turn into asthma.
