I've had one in my lower back for well over 10 years and I'll be 60 in August. It's at a level where I have bad facet arthritis. These cysts are basically a garbage can for the joint and it's where the ground up cartilage and bone go. The knees have them too and they call them Baker's cysts. It's actually a bursa that supplies the joint with fluid but then acts as a garbage can when arthritis sets in and takes in the ground up cartilage and bone bits.

They form when they are needed and can form anywhere. And they can disappear too.

For some strange reason, my grade 1 spondylolisthesis of L4 over L5(which caused the arthritis) has disappeared and the vertebrae are aligned again and now the cyst has disappeared. No arthritis so no cyst.

It's just a good way for the body to rid itself of stuff it no longer needs...garbage.
