I completely know what it's like to want to change my look around!
As for hair goes, I suggest using Pantene Pro V. It's packed with vitamins and works wonders. If you use any sort heat products (IE curling Iron, Blow Drier) try to only use them when you HAVE to. They damage your hair a lot and can make it look dry.
Your skin sounds just like my friend's. She's very pale because she spends so much time in her dance studio, and she has trouble spending time in the sun to get darker. She uses Oil of Olay face wash and moisturizing products that seem to keep her skin radiant. MAC make up also offers blush that has shimmer in it and it gives your skin a nice glow.
I have eyes that are really dark underneath and it's such a bother. I suggest using specially made concealer sticks for under eye darkness. They usually are yellow or have a yellow tint to them. If that doesn't work correctly with your skin, try Neutrogena under eye concealers. They work wonders as well. To draw attention away from your under eye, after you've concealed the darkness and blended that into the skin color of your cheeks, use eye make up that opens up your eyes. MAC make up also offers an eye shadow called Nylon that when used correctly, brightens your eyes 100%. Only use it right underneath the eyebrow on top of whatever colors you have already applied. To make your eyes look deeper, apply a darker color that matches your eye shadow shade in the crease of your eyelid. It draws more attention to your eyes and is a little more dramatic, but it looks great when done right.
