Star, freckles are hard to cope with I know so I can empathize with you. I had them during my growing up years and hated them....probably because I was teased about them at school because now I look back at pictures of those days and they actually look cute.

Anyway, back to your question, for skin treatment:
Among your options is over the counter drugstore line skin bleaching cream, the active ingredient to look for is 2% Hydroquinone; a 4% level is available in the pharmacy but requires a prescription---they both do the same thing and the 2% level will accomplish the same results it just takes longer, approximately 6-9 months of consistent use. There are also lactic acid chemical peels that will lighten and lessem the pigmentation diffferences. The easiest and least expensive is the OTC 2% hydroquinone cream available at any Walmart or other drugstore.

For cosmetically covering freckles or age spots:
I think Bare Escentuals mineral makeup is great and works for me in covering uneven skin tones, especially age pigmentation spots....first use BE concealor powder in Bisque and then apply BE foundation powder.
