Waxing is very ideal and popular for the cheeks and upper lip. I would probably just wax your cheeks because the upper lip is a pretty sensitive area and sometimes waxing can leave it red and raw to the touch. In the case of your upper lip, try experimenting with hair removal creams. there are a lot on the market that are made for sensitive skin and as long as you follow the directions, you should do fine.

Waxing can be problematic for darker-skinned women, though, because sometimes discoloration happens due to irritation and inflammation . Depending on the type of hair you have, waxing results should last from two to six weeks. from what i've read, the hair shouldn't grow back thicker but it will actually grow back finer. some hairs after repeated waxing, tend to stop growing altogether.

the only real permanent way to get rid of hair is laser hair removal but that's pretty expensive. for now i say go for the waxing on your cheeks and see how your skin reacts. then try the hair removal cream on your upper lip. if you don't get the results you want, then get it waxed.
