I know what you mean I have extremely oily skin too. It doesn't even matter if it's hot or cold outside or if I'm outside or inside, or if I just washed my face a while ago, no matter what my skin gets oily. I have tried mineral make up and liquid foundations they never make a difference. Just make sure that you don't use oil based foundations. Also you might consider a primer that controls oil before applying make up. Or maybe a lotion that is meant to control oil. I bought Prime Time primer because I heard that it controls oil but it didn't work at all!
I have been using Mary Kay's oil control lotion before applying make up for about a year now. I then apply my liquid foundation. It keeps my skin oil free for a while. After a while though my skin gets a little oily around the "t" zone but I also use Mary Kay's oil mattifier which controls the oil too. Which is something you can put right on top of your foundation.
Also just make sure that when you are buying liquid foundations they aren't very thick because it looks bad when your face looks oily.
