No, it doesn't mean you aren't protected from pregnancy, just that the hormone levels may not be enough to regulate your bleeding. If the hormone levels aren't high enough, the uterine lining begins to break down. This is why during the placebo (or pill-free) week on the pill you bleed. The amount of hormone needed to regulate bleeding is different for every woman which is why some women are fine on one pill, while others may experience break-through bleeding on it.
