During the first two weeks - Induction - maximum 20 grams is recommended. Atkins recommends using the 20 grams for nutrient rich salad-type stuff and veggies such as kale.
That number was set because it is the level where most people will lose a lot of weight initially, as a motivating boost. The level of carbs at which anyone will lose weight is a matter of individual metabolism, and also depends on how quickly one wants to lose the weight.
After the initial Induction period, carbs are added slowly (I forget, but something like 5 grams more per day for a week, then the following week add 5 more) until you find the level where you stop losing.
It's a good idea to read his book before starting out; one version or another is now widely available.
