Need to shed

I am in my 20s, 5'3" tall, and 128 pounds. I am small framed, and so you can see I am carrying some excess fat---and it is fat, not muscle.

To lose FAT, where is a good place to start? I would like to eventually tone, get stronger, without the bulk of course. I want a foxy, svelte figure. I used to have one...

Here's my plan, tell me what you think. Since I am in no immediate rush to meet my goals, since I'm willing to put in the time, I am not immediately concerned with obtaining definition. What I want to do is shrink down a bit, and then tone. I am afraid that if I started toning now, I wouldn't measure any smaller, I would simply be replacing fat with muscle. I actually want to be smaller and toned. So I was thinking I'd do cardio 3-5 days/wk (20-45 mins, depending on time available). After 2-4 weeks of cardio only, then I was thinking of cutting back the cardio to maybe 3-4 days/wk, and incorporating more strength training. How does this sound? Remember my goal is to lose fat, so I will be more fit towards my small frame

The reason I would like to wait so long before strength training is because I have struggled with eating properly and things have improved, but I still have days where I eat lots of bad foods (fast food! cheeseburgers, tacos, pizza, chocolate, ice cream, etc). I am hoping that after a month, my habits will have improved. I hate to think that those excess calories are going to make me bulky muscle.

I realize that it's too late for me to burn fat cells, but than I can shrink them. Does this sound like a good plan that will achieve that goal? Or should I just get with a personal trainer?
