Congrats on the weight loss!

Everyone stores fat differently. Generally men store fat in their mid-section and women on their hips thighs and glutes. The only thing you could really do is to keep up the diet and cardio you've been doing. It seems to be working. Your body will start to burn the fat around your legs when its good and ready. Its too bad it would'nt come off everywhere, equally. Running is not going to make your legs bulky. Don't worry about that. They might feel tighter when working out, but your not going to "bulk" them up. Do a search and check out the post here "will running build muscle". Theirs some more good info there.
