When I do hip exercises that target the outer hips, I tend to get BIGGER at the hips, so I don't do those too much. I prefer to do lots of cardio, like jogging or running (or even walking), and movements such as lunges. The cardio will burn fat off the area, and lunges and other exercises for the legs will keep your legs firm and tight.
