You may just be genetically prone to storing body fat in your legs. While you can gain or lose body fat in general the usual way (e.g. increasing exercise and/or reducing calorie intake tends to cause loss of body fat), you cannot really "spot reduce" fat in specific places -- if you lose body fat, it will shrink in genetically determined ways.

Note that since your main exercise is football (soccer), that may cause the [i]muscles[/i] in your legs to build up under the fat and make your legs bigger. If you prefer a more "balanced" look between your upper body and lower body, you may want to add some upper body exercises (upper body weights, pushups, pullups, swimming, rowing, paddling, etc.) to build up your upper body muscles.
