From a physical point of view, you should be able to have your frenulum removed without being circumcised. With that being said, you may have to talk to more than one surgeon to convince him that you do not want to be circumcised.

Now that your frenulum has been torn, there is a chance that it may heal tighter than it was prior to being torn. Therefore, you may want to have it removed.
