... You are describing the frenulum which anchors the foreskin just under the meatus (pee hole). Two things can prevent full foreskin retraction, tight foreskin opening (phimosis) or tight frenulum, or a combination of both. YOU DON'T have to have a circumcmsion, what is going on is perfectly normal and nothing you can't solve without a doc!
