Niacin is B3 and is known to raise HDL levels (it did mine). Flush is the redness that is brought up in the skin accompanied by itching. This will happen if you do not start at extremely low does and very gradually work your way up to the recommended amount. There is also non-flush Niacin but it is not as effective in lowering cholesterol levels.
