I had this happen to me and was totally baffled by it. I had known a man (both of us are in our 20s) for about a year. There had been some mild flirtation when we first met (very mild, I was in a serious relationship at the time), but more along the lines of us getting along well and having similar interests and humor. After my relationship ended, I ran into him and we wound up going on a date. We had a great time, enjoyed getting to know each other better and were comfortable since we already knew each other.

During the date, he wound up telling me how he'd had a crush on me since we'd met a year prior and that although he was sorry my relationship had ended, he also was glad it did. We made plans for a second date and were in contact each day -- he was very attentive and called, texted, emailed, all of it. He took charge and planned our second date and we went out and had another great night where he dropped future signposts -- a restaurant we should go to, how his roommate was asking him when he would get to meet me, etc. We had fun, we both seemed happy and interested. He drove me home, walked me to the door, said he had a great time and couldn't wait to see me again, asked me to go out with him that weekend and told me he would call that Monday to firm up the plans....and never called.
